Purchased from private developers to assist in the flood control project for the City of Rochester, Chester Woods was finished in late 1994. Two experimental regulations are in place on Bear Creek Reservoir.  A 15-inch minimum length limit for largemouth bass and a 10 fish bag limit (with a 7-inch minimum from November-April) for bluegill are intended to help develop a quality bluegill fishery. Channel catfish, largemouth bass, bluegill and black crappie are currently present in this reservoir. Access to these waters are controlled by the Olmsted County Park Department. A small fee is charged to access the lake through Chester Woods Park, located on the north side of the reservoir.
